I have the honour to refer to the proposals

put forward by my predecessor for the more systematic organisation of the European Clerical and Accounting Staff

employed by this Government. These proposals were first

made in Sir R. E. Stubbs' despatch No.398 of the 29th October, 1924, and were further elaborated in his despatch No.423 of the 17th November, 1924.

In your despatch No.414 of the 29th December,

561924, you approved the scheme but enquired how it was

proposed to group existing appointments in the new classes

and what rate of increment was intended in the case of

Learners. To these questions no reply has hitherto been

sent, and so far no action has been taken to put the

approved scheme into effect. I concur fully in the reasons advanced by Sir R. E. Stubbs in favour of such a scheme, and I propose to make provision in the 1927 Estimates on the lines already approved.
